Melanie Stewart Accepts OutSystems Innovation Award on Behalf of HORNE. OutSystems platform empowered HORNE’s success in distributing Puerto Rico Disaster Recovery funds
HORNE recently received the Innovation Award for Social Impact during the fall 2024 ONEOutsystems conference hosted by Outsystems, an industry leader in the low-code platform industry.

Senior Director of Software Solutions Melanie Stewart accepted the award on HORNE’s behalf.

“Using OutSystems, HORNE developed and deployed systems to facilitate the administration of the historic $20 billion Disaster Recovery grant portfolio in Puerto Rico, including those that serve a wide majority of the 36 cross-cutting programs in housing, economic development, infrastructure, energy, earthquakes and community resilience in the CDBG-DR and CDBG-MIT portfolio,” said Melanie. “This platform allowed prompt implementation of technology customized to the needs of the public across Puerto Rico, driving tangible, lasting impacts that support long-term resilience.”

As HORNE’s Senior Director of Software Solutions, Melanie leads IT strategy and digital modernization efforts utilizing her Scrum Master Certification and proficiency in manufacturing process improvement. Her strong background in IT management assists her in optimizing operations and streamlining workflows to enhance productivity within government agencies.

“With Melanie leading Software Solutions at HORNE, the OutSystems platform enabled rapid development and deployment of bilingual, mobile and offline solutions in just 45 days in Puerto Rico, serving over 200,000 users and ensuring broad engagement and transparency for public programs,” said Neil Forbes, HORNE Managing Partner, Government Services and Intelligence and Automation. “The customized all-in-one system streamlined program management, allowing stakeholders to track progress and expenditures effectively. Additionally, integrated reporting and real-time dashboards provided crucial insights for compliance and decision-making, ensuring every federal dollar was accounted for and minimizing financial risk.”
