About

Scott Keller is a government services partner at HORNE. He specializes in guiding state and local governments through complex funding challenges associated with federal programs, helping them achieve their goals and vision while maintaining compliance with HUD oversight. Scott is a proven leader in helping grantees streamline operations and increase organizational effectiveness.

Over the last decade, Scott has collaborated with major grantees to implement expansive and well-structured programs, including initiatives in Puerto Rico, Maui County, Hawaii, and Lee County, Florida. These programs have received historic levels of funding following devastating natural disasters. A native Floridian, Scott is particularly proud of his work with the State of Florida in implementing successful housing programs.

Scott joined HORNE in 2008 and has more than a decade of experience working with the Community Development Block Grant Disaster Recovery (CDBG-DR) Program. In 2016 and 2017, he served as a leader during the presidential transition at the U.S. Department of Housing and Urban Development (HUD), helping manage President Donald J. Trump’s priorities for the agency, including staffing, appointments, and messaging. He also served as Sherpa to Dr. Ben Carson during his confirmation to become the 17th Secretary of HUD.

Prior to joining HORNE, Scott served as Chief of Staff and Senior Political and Policy Advisor to the HUD Secretary during the Bush Administration. He also served as National Chairman of the Housing Committee for the Disaster Recovery Contractors Association. Today, Scott continues to advise various housing and community development organizations nationwide.
