Calvin Knowles serves as the project manager of CDBG-DR programs for the government team at HORNE. With a thorough understanding of federal entitlement and disaster programs at the state and local government level, he helps communities leverage federal allocations and grants to recover from natural disasters and pandemics. Calvin’s expertise includes HUD compliance, CDBG programs, and housing and community program development and design.
Calvin joined HORNE in 2025 with 30 years of experience. He served as a program manager and principal for various disaster recovery programs across the state of Florida, Louisiana, Puerto Rico, the U.S. Virgin Islands and Texas. He customized software, managed personnel teams, developed policies and procedures, reviewed and approved applications and handled overall program administration.
Calvin earned his Bachelor of Science and Journalism with a minor in English from the University of Florida and his Master of Public Administration and Certificate of Financial Management from Florida State University.
