HORNE Earns National Recognition in ENR’s 2025 Top Rankings

HORNE, a leading professional services firm, has once again secured a spot among the nation’s top firms in Engineering News-Record’s (ENR) 2025 rankings. The firm placed #19 among the Top 50 Program Management Firms and #26 among the Top 100 Construction Management-for-Fee Firms in the United States

These rankings reflect HORNE’s continued leadership in delivering high-impact solutions across disaster recovery, infrastructure, and energy programs nationwide.

“Our work is rooted in service—to our clients and to the communities that rely on us in times of need,” said HORNE CEO and Managing Partner, Rusty Butcher. “Being recognized among the top firms reflects the trust placed in us and the passion our team brings to every challenge. We’re proud to stand alongside those we serve and to help rebuild stronger futures.”

With a presence in 50 states and over 30 office and project locations, HORNE continues to expand its footprint and capabilities.

“This recognition highlights the strength of our team and the impact of our work across the country,” said Managing Partner of Government Services and HORNE Intelligence and Automation, Neil Forbes. “From disaster recovery to energy and mitigation programs, we remain committed to delivering excellence and innovation. We’re grateful for the partnerships that make this possible and excited for what lies ahead.”
